On any current gen and next gen Non SEGA console, the budget of Shenmue III would be ridiculous. It would cost nearly $170 million for SEGA to produce the title for PS3,360. Revamping the 2000 Dreamcast underrated yarn and '02 Xbox port in HD digital only form is a no brainer, its easy, cheap and great way to earn some fast cash for SEGA.
I personally feel SEGA and Yu Suzuki would rather wait until they can put out their own hardware again, it would be alot smarter and cheaper and less time consuming to develop it for their own platform, while teasing 360 and PS3 owners and helping everyone begin to admit and feel remorseful for overlooking the game in favor of Playstation 2.
Well, I understand where you're coming from for the most part but I have to disagree with the feeling remorseful bit. Sure, not many people played it and we all agree the series is epic but do you really think the mainstream gaming market will? I would argue that they passed up the Dreamcast because they honestly liked the direction of the other consoles to a large extent. Yes Sony lied about the specs but these gamers are still playing the same style of games that were big on the Xbox and PS2 proving that they enjoy that style of game. In order to make Shenmue 3 appeal to the mainstream gamers it would have to be drastically changed from what it started as.
Regarding a new Sega console I just have to say I doubt it. I know there are rumors and patents regarding a Cloud based console by Sega (and I know how upset you are about the rumor forum being closed so now we get to sneak it in here) but do you really think Sega has made arcade/console games in the past five years worth buying a console over?
I love the Dreamcast, and I love Shenmue but I don't currently love Sega and I don't love the current gaming market.
