You have a few options. You can either buy a Dreamcast broadband adapter (BBA) on ebay, set up a dial-in server with your PC using its 56k modem to switch over dial up to broadband (PC-DC Server), or do the previous with an analog 56k router. The broadband adapter works with Web Browser, Quake III Arena, PSO, and the Doom port. Dial up works with Web Browser, Quake III Arena, PSO, StarLancer, 4x4 Evolution, and Maximum Pool. The BBA is easiest to set up and will give you better latency in games, but will cost you $100+. Whereas, PC-DC server will cost you almost nothing. There are a bunch of guides you can check out on the site. Here are two I made:

For anyone using the auto-connect PSO disc, Codebreaker codes found on this website, or Dr.DNS to connect to PSO you will not be able to connect currently because the hostname which those connection methods direct to has expired. If you are using BlueCrab's PSO patcher you will still be able to connect just fine, this doesn't effect that. You can find links to an updated auto-connect disc below which will allow you to connect again:

For the record, my auto-connect discs also still work as another option.

is the Sylverant server down? Was hoping to play some PSO for 9/9, but I get logged into "the world of PSO" and then after some loading am told that that connection failed and that the server may be undergoing maintenance.

No, everything should be working just fine. I saw quite a few people online each of the times I checked earlier in the day. Also, I just checked now and was able to get on without any problems.
