Speed Required to play online

So i just moved to california, and i have been using 3g Tethering on my phone for internet (HA HA rooted evo 4g still does it) and i am wandering if the 3g speeds would be enough to play dreamcast online i would have my phone host wifi and use cat-5 to connect to my pc to my dreamcast (i might have to make a cross over cable dammit)

On my mobile phone I get 104 ms response time on speedtest.net. However i'm on 4G AT&T. I'd say under 200ms and you should be good for any game except maybe Quake III. Dial up is usually in that range of 150-300 ms response time (from what I remember). Bandwidth should not be an issue at all for online gaming on 3G.

^ correct. The amount of data sent while playing online is small, so bandwidth and data usage shouldn't be concerns. If you can get latency down into the dialup range you'll be fine as that is what these games were designed to deal with.
