VGA outputs a 480p resolution (4:3 aspect ratio), so some people use HDMI to output 720p or 1080p for their 16:9 aspect ratio screens.
Depending on the native resolution/size of your screen, if you use 480p the image will be stretched and thus look more pixelated, so people use upscalers to circumvent this, converting it into bigger resolutions/aspect ratios and outputting though HDMI so it looks nicer on the screen.
Well, it should indeed look better, but I don't know if it's really worth the investment, it all falls down to preferences.
