The HOR Engine

So for those who don't know, HOR is an a program/engine like Beats of Rage but it makes Shmups. I was wondering if anyone had any more information on the is project? like tutorials if it was even released.

Also, Other than Beats of Rage, are there any other software that allows you to make Dreamcast games with little to no prgoraming?
