It seems Planet Ring server is down. I did connect to Q3 via dial-up, so it is not on my end. Kaizoku ChaosStar was also not able to connect.

FYI,
The server will be offline the next couple days. There is a network issue that needs to be fixed locally. I will try to get to it by the end of the week. The physical hardware isn't in my possession at the moment so its not a quick fix unfortunately.

When I ping the server, I get a "Timed out" message.

I get that every time I try to ping the site.

So there was an issue with the DNS server. When I was testing before I was still connected through VPN so it worked fine for me. The port 53 udp packets were being dropped. It should be fixed now.

Minor nuisance but this has been happening since I've first signed up to this site.

That's normal. I have ICMP packets being dropped intentionally so it's not going to respond to ping requests. If you need to check whether the server is online just check the top of this page http://www.dreamcast-talk.com/forum/app ... ge/servers . That image at the top will turn red and say "Server is Offline" if it goes down.
