I READ THAT THIS GAME WAS ACTUALLY FINISHED.
IS THERE ANY CHANCE SEGA WOULD RELEASE IT AS A PHYSICAL COPY FOR SALE?
IF NOT WHY?

He's obviously just concerned for the visually impaired. ;)

To answer the OP's question: Not a chance. Not on the Dreamcast anyway. There's a slim chance it might get a digital release on consoles at some point but I doubt it.

Even though this game was completed, I thought the release of this game was cancelled because of the 9/11 terrorists attacks on the twin towers and this game features levels with buildings and the planes crash into them and all that violence. it was set to release soon after the attacks but was cancelled Just the wrong time I guess. Though I don't know why they didn't just push the release until later.

WHO CARES ABOUT CAPS STOP FILLING FORUMS WITH USELESS CHATTER.

BUT ANY WAY ITS TOO BAD THAT EVEN IF YOU DOWNLOAD THE GAME THE INTERNET FEATURES DONT WORK.

From what I have heard Propeller Arena uses the same network infrastructure as Outrigger, so most likely the servers were up / shared with this title. But by the time Propeller Arena leaked on the WWW, Outrigger was already long offline.

But not all hope is lost regarding online play, our talented fellow member petter3k might be able to resurrect this title somewhere down the road.

Actually that is not quite correct. They used the same bootstrap-server(kage/snap/KICS), but different gameservers.
AFAIK Propeller Arena also uses encryption, while Outtrigger does not.

Will be online for educational purposes, for now.
