Sadly, no. The DC browser uses, like, Flash 2.0, but it requires Flash 6 or more to play these cartoons, and Flash 7 to play the games that are on the site.
To answer your other question, it's Homestar Runner, an Internet cartoon series that has been updated by The Brothers Chaps (Mike and Matthew Chapman) since 2000. It used to be everywhere, but now it's mostly unheard of or left in the dust. The people that make those cartoons now are busy working with Disney (Two More Eggs is one of their Disney cartoons), so Homestar cartoons only come out once in a while.
