File Transfer from dc-pc using dream explorer and bba

Does this work on Windows 10? I can create the IP adress and everything looks fine but the DC-Tool doesn't send anything to my console.

I am able to backup/restore my VMU's with the DreamConn+ Utility, but for whatever reason my PC's Bluetooth connection to it is finicky so I can't...
