You need a specific program called the "Sega Dreamcast Movie Creator" (Which you can find through a quick Google). From there you should be able to create them. I say should, because I haven't really tried in around 15 years.

I did use that program, though it's bee a while since my test and I didn't check with PW. I'll do another check.
