Yes, the Netopia firmware needs the latest version to work. XDP, Planet Ring, PSO and Q3 connects 1st try. 4x4 Evo and Max Pool needs about 20 consecutive tries before it connects. Might take 6, might take 27 tries. Once it is connected, you're good to go (I never had a post connection issue or a disconnect).

Thanks Bob, I might have another go at getting the Netopia set up in the next day or two... it's good to know that the firmware needs to be updated for sure. I'm excited to have two Dreamcast's online at the same time! Kinda' like system linking!

It is recommended to update the firmware of your modem just so you can be on the same page as everyone else here who still uses one. I doubt sticking with the firmware you are on would have make a difference with the issues you have been having. Just because I haven't been active for a few days I might as well take a stab on what you could have been doing wrong.
Now first off the DNS for the Netopia should be your ISP Sub-mask. In my case it's 192.168.1.1. Yours may differ from mine st take it with a grain of salt. However I would strongly recommend using the Dreampi DNS adress right now so you don't have to change it every time you want to play a different game online (except for Starlancer). Next off when you set up the DNS on your Dreamcast it should be left blank intentionally since the Netopia pretty much does that job already. I had a similar problem when I used the DNS for DC-talk while setting up 4x4 Evo with it's own DNS which caused major headaches for me. In the case for Broadband for PSO just burn a copy of Sylverant PSO Patcher and disregard the DNS. We also host the latest copy of XDP however it is highly recommended to download it from the main site so that we aren't stealing traffic from the creator's good work.
It may also help if you ping your network on a different computer because I have personally had issues with Nvidia network cards myself since not only do they lack a mac address, but they also only work properly with a static IP. Also the thing with flashing the firmware with the Netopia router, leave everything default and make sure you did not misspell anything for it to go through. And also be aware that the patcher recommended works better than the latest one because of it's manual setup and also do be intimidated when your antivirus false flagged it since I had that happen on my end too.
I don't know how much more I can end up helping you out, but it can help a little more if you give out any more screenshots of your issues you have been going through. From what I could see it's still quite vague to me. What would be more helpful is if you could screen capture it in a video so I could see where you could be stuck at.

Thanks for the response Scaryred24, sorry it took me a while to respond, I needed to get away from this for a bit and come back at it fresh, at least having a Dreamcast working online via broadband has taken a bit of the pressure off to get this running (I've been able to play PSO, Toy Racer, and Quake III successfully that way!) Okay I see where you've gone wrong. You did not point the router towards a specific DNS since the default is most likely defunct. In this case it is not communicating with your router since the information is not set to do so. You have 3 choices.
*One is to use the primary and secondary DNS that your network has set respectively which is generally the first thing used in this situation.
*Two is to use DC-Talk's IP which comes in handy with games that are problematic to setup within the wizard built into the game Ex 4X4 Evo, Planet Ring, and Starlancer. This is recommended by the community here: 173.69.38.20
*Three is what I would recommend is to use the Dreampi uses in conjunction with Dreampipe. This removed the headache of setting up the Netopia every time I would want to play something that wasn't compatible with the current setup. This is what I would use to plugin with: 46.101.91.123
Now any of this information can change at any given time with or without warning so please double check before using the information I provided here.

I think you have the netopia default gateway settings wrong (and used the one from the tutorial). Your default gateway appears to be 10.0.0.1 not 192.168.1.1
The netopia needs to be on the same subnet as your router so if your gateway ip is infact 10.0.0.1 then the netopia's ethernet ip address should be 192.168.0.99 not 192.168.1.99
Try that out and leave the dns servers as 0.0.0.0 if that doesent work your dns servers are:
Primary domain name server 75.75.76.76
Secondary domain name server 75.75.75.75
Hope this helps

Judging by the screenshot of your ipconfig, your default gateway is 10.0.0.1. That means the Netopia's IP should be set to 10.0.0.98 and the Dreamcast's IP should be 10.0.0.99. I recommend setting both DNS servers to 46.101.91.123 as it's pre-configured for most games.

Looks good except you have the Netopia and Dreamcast set to the same IP address so that's not going to work. Change the Netopia (Ethernet IP address) to 10.0.0.99.
