Bro, I got a way to share the VPN connection via Windows hotspot and with port forwarding (windows config) to the dreamcast ip, then the raspberry connects to that hotspot.

The connection on Windows takes place through the PureVPN application itself, being able to use the protocols you need in your Starlink broadband, that is, protocols accepted by them to close the VPN, which are TCP/UDP.

Also, SEGA RPG FAN say back in time , there's a low cost router to act as OpenVPN Client, where you can configure your purevpn account on it. OpenVPN connection method uses TCP.

2 ways you can do it, 3 ways we all can, including PPTP method for other users.

I will elaborate better the way to connect to windows via hotspot soon.

This is a good example to share with you and reinforce the VPN's ability to provide you open ports under any internet connection.

This is a setup adapted for use on a current trip, where I can use either the local or mobile cell connection (no lag even for NCAA), even though I didn't originally have access to opening ports or DMZ in the traditional way.
