Thats not really the case. It might be partially true, but one also must consider the age gap of how old the player was when the dreamcast came out vs ps3/360, as well as the simple fact that most gamers evolve and grow out of systems (trade in for the new stuff).
Most people who have had a dreamcast near 2000 experienced the games they wanted to experience. Consider today how many games on the ps3, 360, or even better, the Wii, that you just wouldn't want to bother spending hours of your life on? In a decade, there will be a cult Wii following with people raving about crap titles like Onechanbara Bikini Zombie Slayers saying its an amazing game in a "Wii Underrated Unknown Games" post.
Another way to consider this is to see how many Dreamcasts are for sale on ebay. Consider that number an all time average - 99% of those systems once belonged to a gamer. Maybe two gamers, possibly more. All of those people who has played the system has decided to move along and are probably the sort of gamer who enjoys what is accepted as popular at the moment, and now owns a newer system.
Also, there are many games that are probably considered "better" than the "popular" 360/ps3 games of today from before the dreamcast. All systems have their gems.
