I didnot find any info that Spinmasters would have been released for Neo Geo CD. Only Neo Geo and in 2010 re-released for Nintendo Switch

Because Ian is developing a NeoGeo CD emulator - which is turning out way better than the old AES4ALL. Also "Spinmaster" is one of the few games that don't work on AES4ALL.
