Need help making 15hz output VGA cable

I'm connecting a dreamcast to a CGA input via VGA connector. I tried using a "Blaze DCVGA box", cuting pin 6 to force a 15HZ VGA output. It didn't make any difference. The VGA still output 31hz. I'm totally willing to believe the pinout on the Blaze box is not at all similar to what I've seen online, I'm just looking for some direction. Can someone point me in the right direction? Is there a specific box I should use or would a cheapo amazon generic DC-to-VGA cable suffice? Either way can someone point me to the right pin to cut? If it works will the MENU be 15HZ or is that always going to be 31Hz and I have to load up a game to verify?
