Sega Saturn VCD crash

A while back i got myself a vcd card for my saturn. It works great its a RG-VC2 whenever i load a game with video it does the trick. however if I access the options menu on the saturn, make some changes and try to leave, the system crashes if the vcd card is plugged in. Im using a north American Model 1. I was wondering if anyone else was dealing with this sort of issue.
Its not a huge deal cause the settings still save once changed but its just an inconvenience. Could this be something to do with the specific card I have? I haven't heard anyone else talk about this.

AFAIK, the Saturn VCD cards are region locked. That may be causing a problem.
