Yes it is, rumours are spreading out again...
Also on some site about this I saw from sega : Ryo hasn't fullfilled his revenge yet...
Meaning they now have plans for sh3?
Who knows but for now I can only say....

What I think they are doing by including Ryo in Sega All-Star Racing is that they want people who haven't played the Shenmue games to get aquainted with the character. Then after this game comes out they are going to Shenmue 1 & 2 on XBLA / PSNetwork. Maybe even the Wii online service too! 8-)

It's good marketing. I think they call it predictive programming. Either way I'm just happy that a new generation will at least enjoy Shenmue.
