Immensely suffering getting online, does anyone have ideas?

Heyo, another lost soul attempting to find vintage online bliss here.
I've been spending the past month trying to get my Dreamcast online. The short recount of events are as follow:
I've been spending the past month trying to get my Dreamcast online. The short recount of events are as follow:
- - Bought a USRobotics USR5637 USB Faxmodem (which apparently is voice-capable, but we'll get back to that).
- Managed to get an old mate of mine to integrate the parts needed into it for the line voltage. We went 18v, since I'm a PAL user. We used a cable of 2 wires within, bypassed the female connection for a direct solder.
- Setup the console and used the setup from https://www.dreamcast-talk.com/forum/vi ... hp?t=12731 and all it could say "OK" at ATE0 without continuing past that. I used 2 different machines, a Win10 Tower and a Win11 Laptop.
- Bought DreamKey 3.0 and cleared out the flash memory for the ISP settings. It still didn't work, stuck at ATE0.
- Attempted to flash the USR5637 using a firmware flasher, but all I kept getting was "Modem is Not Responding".
- Bought a Raspberry Pi 2B and flashed DreamPi 1.8 onto an micro SD. Plugged it into the ethernet ports of my network. Still no response.
- Current at: Ordered a pre-LVI'd cable. Struggling to look for a definite-compatible modem, as everyone keeps recommending stuff we cannot get over here. No Dell, No Lenovo, Nothing.
