VMU Save for Gameshark CDX 3.3
Looking for a gameshark 3.3 vmu save with complete codes or near complete codes. I know there is a codebreaker for the dreamcast that has a complete or near complete codes for the dreamcast. But I couldn't get codebreaker too work with backups.

There's actually a modified version of CodeBreaker that allows the booting of not just retail GD-ROMs, but also burned games. We used to actually need to do multiple disc swaps to get this working, but eventually an all-in-one disc image was created. You can download it here: viewtopic.php?t=11987
While the CDI from that thread's first post will work, it does not have the updated "full" cheat file that you referred to.
You have two options...
1) Want the full cheat file? Burn this CDI I created and save the extra cheats directly to your VMU: viewtopic.php?p=183020#p183020
2) Want a CodeBreaker CDI that will boot burned games and contains the full cheat file? Download the new version I just built this morning (see below). This is using v1.2 of retrofan01's cheat file.

Note that I haven't fully tested this, I only ensured that it actually boots. Please do let me know if it functions correctly for you. Also note that both a Data/Data mode and Audio/Data mode CDI has been created. Those with Japanese VA0 units should use the Audio/Data version, while all others should use Data/Data. If the Data/Data mode version gives you trouble, you can try the Audio/Data version to see if anything changes.

I just get a white screen when using the cbloader when I try to run a game with codes. My cdburner will only burn at 16x and above. Tried it with House of the Dead 2 and got a white screen instead of the game loading. The cd was spinning in the gdrom drive though. Gonna try gameshark cdx 3.3

How long did you let the console sit? I let the console sit for about 3 minutes and just get a white screen with no sega logo. Don't have any problems when using gameshark cdx 3.3. Tried a codebreaker code on the gameshark and it worked. Looks like my only alternative is hacked gameshark cdx 3.3. Just wish I didn't have to enter all the codes for the games I want to cheat on.

You can try using LazyBoot or BootDreams to rebuild the CDI in Audio/Data mode. That may fix it.
