Sega Rally 2 NTSC-U - Won't boot even with Utopia\AR boot cd

Hi there, I recently burnt Sega Rally 2 (NTSC-U) onto a CD-R (good quality CD-R, Verbatim) but whenever I put in the disc, I see the licence screen and then I see a Sega Rally 2 screen with a pulsating ! in the middle of the screen and nothing happens. I've tried using the Utopia 1.3 boot disc (nothing happens, just stays at the boot screen) and the Action Replay boot disc (same problem, pulsating !) but it still won't work so does anyone here know how to get it working? I've burnt other games like Rez and Tokyo Xtreme Racer 2 and they both worked perfectly (Alcohol 120%, RAW DAO, 4x Write, Playstation mode)

it might be a bad rom. did you get the rom from here? you could try burning it again but idk if that will help.

no, I got it from a torrent.

Its ok. I found the solution . It was my Action Replay CDX cartridge. Rez was having the same trouble with it as well so when I removed it, both games load up fine.
