This is a dial-up tutorial if you haven't figured yet.
PS! If you're using a USB modem you will have to install the Windows 98 drivers for it after you've installed Windows 98.
List of what you need:
VMware player
http://www.vmware.com/products/player/
Windows 98 SE:

In VMware you must select the ISO, create username and select how much space you want on the virtual harddrive. Select "Store on single harddrive", then you must:
"Customize hardware" -->
"Add..." --> "Serial port" --> "Use physical serial port on the host" --> [COM port your USB/serial/PCI modem is using].
You also need to set "Network adapter" to "Bridged", for the internet connection to carry over to Windows 98.
After you've done this hit install. While it's installing it's gonna ask you for components you want installed with the OS. Select "Custom", double click "Communication" and check everything you can on the list that appears, then hit "OK" and proceed. This is important because if not you won't have any dial-up server to connect the Dreamcast to.
When it prompts you for the serial just enter:
RW9MG-QR4G3-2WRR9-TG7BH-33GXB
If this one doesn't work for you it's easy to find one by a quick Google search.
From here on you just have to smooth sail your way through everything this Youtuber explains in his tutorials and you're good to go.
