Power Supply PIN 6: Does PAL Have 13.4v While NTSC Have 12v?

Hi. Using a multi-tester and the guide here: http://www.ultimateconsoleguides.com/Power.gif

my PAL Dreamcast reading for the 12v is actually at 13.4v. Is this normal for the PAL DC? Or both PAL and NTSC must have 13v for that pin?

My PAL Dreamcast boots to the DC menu though without problems (last December, it suddenly went off and then when I turned it ON, it powers ON but the CD won't spin or go forward and back (but the lens itself moves vertically up and down and I could see the red laser shooting).

I'm guessing you checked the laser eye to see if it's dirty?
