Is my Dreamcast or my CD broken?

Hi there. I bought an Dreamcast on eBay and also an copy of Shenmue. Problem is can't get past the first load screen cause the game freezes. Virtua Figther 3th works fine even after 2h playing it. Shenmue CD1 looks fine, just minor scratches. I even adjusted the lens and tried to start the game with console flipped on it's back.

Is my Dreamcast broken or is the Shenmue CD1 busted?

I would recommend a trip to a game store that will resurface the disc if the minor scratches are on the surface. They usually do not charge that much, but make sure those "minor scratches" are on the surface and not within the disc. If the scratches are deep within, then you most likely have a bad disc and it is NOT worth resurfacing.
