Dreamcast On-Disc Web content

Allright, let's begin.
All of us know that many DC games had some online content not related to multiplayer, like DLCs, encyclopedias and so on. Currently if you want to install, say, Sonic Adventure DLC you can just download a VMU save, but if you want to use SA2 black market you have to connect to the internet somehow.
So here's the idea. Why not to put all of the downloadable content and web pages in the GDI or CDI image and made a redirect in the first place so anyone could enjoy all of the content without hustle with the online part? Did somebody tried that allready?

I believe that's been done? People have also replaced previously-functional online components with things like hardcopy save files and other things like that.

I think it's a very good idea.
