Loader idea

Whithil XBR tought of something quite nice to include in PSO v2 pc, some of you may remember that schthack had a loader of PSO BB that had a list of skins and modifications that could be downloaded and installed, so the idea would be to make a loader for v2 pc with online and offline buttons, but also with a list of skins avaiable, like the huds, the few area skins, the char costumes and maybe even translations.

Thing is, i have no idea on how to make such things or how to make the skins install automaticly after the download.

Can anyone (such as smith) point me to the right direction, how to make a basic loader, how to include the skins (maybe make the download of a website),....
