your problem lies either in the incorrect setting of the Internet on the dreamcast, or in the poorly soldered LINE connector in the dreamcast modem
If it is a hardware error, wouldn't what is present here detect that?
Also, since you're saying that the errors in the tools have nothing to do with internet access, I presume you understand what the errors mean. Since I couldn't find any documentation online through a light google search, maybe you wouldn't mind explaining what errors are present
Have you tried replacing the modem on the Dreamcast? Or using a different Dreamcast/modem. I'm pretty sure there was a picture of your setup previously in the post. But I can't seem to find it again. Would you mind uploading the setup you're using? Like the pi, and all that.

these are low-level commands for GD-ROM

I and several of my friends faced a similar problem, everything was solved by soldering the LINE connector in the modem, soldering cracks from old age

Very quick and easy to build your own. A raspberrypi is stupid easy to set up.
I'd say get yourself a modem with built in line voltage inducer...
