So I'd like to make a custom sega PC, who knows much about?

*about building a ground up PC?

I was reading some guides, and found a rather clear one here.

If there are any better guides out please let me know.

I am on a rather tight budget, but here is what I'd like the system to have;

1.) A rather large black tower with some room on top for my custom addition (a dreamcast built in with a slide front disc reader).
I've already figured a way of making a pair of 8pdt switch function as both the power and also the line out for a broadband adapter to toggle between the ethernet input of the actual PC and the dreamcast

2.) ps2 input (not playstation2, ps2 is the plug that was common before usb for keyboards & mice) for atleast the keyboard, so that I can use my modified black Sega Saturn keyboard.

3.) A nice bank of USB inserts for various controllers, like my USB Sega Saturn fight pad as well as a few hacked xbox classic controllers.

4.) Not incredible in todays standards, but I would like to have a strong PC. It doesn't need to be able to bend time and space, but should be designed to play PC games from at least 2006ish (classic xbox game range) with ease. I'd like to have a stock of older Sega PC games ripped to the HD with disc cracks so that they can all be played with ease.

5.) Hopefully easy to update video cards and what not - I'd like to use this as a video and game play recording device.

Operating system I would prefer windows, I have an xp install disc handy, and I really don't care about much else past gaming and media recording. Internet I suppose also.

So does any one have much experience on building PCs?

Since I'm wanting to build in a proprietary dreamcast itself, would it be best to find a large shell to start with?

If you want to build an extremely cheap pc. A Sempron with the right motherboard can be unlocked to a dual core athlon. That would be a 40 dollar dual core at 2.9ghz.

If you haven't built one already Lifehacker (a really great site for tech tricks) recently published a beginners "How to Build a Computer from Scratch" complete guide that seems to be fairly easy to follow that may be of assistance to you. You can find it here or in the above link.
