DreamPi issues with connecting

So a few days ago I got my dreampi setup working with PSO (raspberry pi model B, PAL line voltage inducer from ebay, dell usb modem), everything was going great!
Then today I boot up the setup and my dreamcast can successfully dial in but won't display webpages in dreamkey 3 or connect to the PSO server, checking the forum it's possible this was caused by my pi taking the *.98 ip address that's meant to be for the dreamcast itself. So I follow the instructions to set the pi to a *.97 IP address but then I get the error where the modem only shows 1 light!
I've been able to reproduce both behaviours repeatedly (reflash the sd card for 2 lights no connection, change IP for 1 light) and don't really know what else I can do, any advice would be appreciated!

Do you have discord? These type of situations are easier if we assist you there ( hit up Scrivani )
If possible let your router assign the pi a IP address automatically rather than set a static IP for it, just make sure it doesn't assign it .98 of course. Make sure nothing else on your network is trying to use .98 as well.

Yes I do have discord! Just joined the server
I tried poking around the settings for my router but couldn't find a way to change IP assignment, only keep one that's already been set
