NTSC-J picture offset to left

I have a NTSC-J Dreamcast connected to a PAL CRT TV, however the picture for some reason is always offset to the left. I originally had it connected via composite, and then got RGC SCART cable as the TV is RGB modded, and even with that cable the output is still offset to the left. All other game consoles hooked up to that TV are not offset like the Dreamcast is. A quick google search suggests this is because I have the NTSC console connected to a PAL TV, however this TV supports NTSC and the left offset occurs even when set to NTSC. Any ideas how to fix as the TV has no picture controls that allow me to change the horizontal position? I also tried a second CRT TV that is composite only and the behaviour is the same.
