NTSC-J picture offset to left
I have a NTSC-J Dreamcast connected to a PAL CRT TV, however the picture for some reason is always offset to the left. I originally had it connected via composite, and then got RGC SCART cable as the TV is RGB modded, and even with that cable the output is still offset to the left. All other game consoles hooked up to that TV are not offset like the Dreamcast is. A quick google search suggests this is because I have the NTSC console connected to a PAL TV, however this TV supports NTSC and the left offset occurs even when set to NTSC. Any ideas how to fix as the TV has no picture controls that allow me to change the horizontal position? I also tried a second CRT TV that is composite only and the behaviour is the same.

Is there perhaps a hidden service menu for your set that can allow you to change the geometry? (Web search for tv model + service menu might help).
You could also look into doing the R422 mod (blob of solder over the jumper pads) - I am not sure of the exact nature of what it does but it seems to correct colour signal when playing NTSC on PAL and vice versa.

It has nothing to do with the region, RGB isn't PAL or NTSC like composite, it is a pure signal that bypasses any region checks and goes straight into the tv.
What you have is called RGB Shift and is quite normal, in fact it happens to almost every console you connect with RGB for the first time, you can simply correct it in the service menu of the tv and it won't come back. if your tv doesn't have those settings, find one that has and be done with it.
